NOTICE REGARDING STANDARDIZED ROOF SECTION IDENTIFICATION FOR THE REEVES MILL FACILITY

The Economic Development Finance Alliance (EDFA) has definitively assigned numbered sections for the entirety of the roof area.

The purpose of this standardization is to ensure absolute consistency across all phases of the repair project, including general site referencing, scope of work proposals, competitive bidding processes, and subsequent invoicing with assigned Purchase Order Numbers.

Effective immediately, please note the following:

  1. Disregard Previous Systems: Any prior internal section references, ad-hoc numbering schemes, or informal descriptions previously utilized by contractors or subcontractors regarding this facility’s roof will be disregarded by the EDFA.

  2. Mandatory Use of EDFA Map: Moving forward, all documentation, communications, bids, and requests for payment referencing sections of the roof must exclusively utilize the EDFA-assigned map and section numbering identifiers provided within the Request for Proposals (RFP) package.

Failure to adhere to this standardized numbering convention in submitted documentation may result in delays in review, processing, or the potential rejection of proposals and invoices.

1. Project Overview

This project involves the preparation of the existing roofing system and the installation of a new 60 mil TPO membrane roof system for Section 7. All work must comply strictly with the manufacturer's installation specifications and OSHA safety standards.

2. Scope of Work

A. Removal and Preparation

  • Remove existing membrane down to the existing BUR Vapor Barrier.

  • Remove all existing wall flashings to prepare for the new system.

  • Collect and properly dispose of all project-generated debris off-site.

  • Contingency Work:

  • Replacement of deteriorated or damaged wood decking (provide unit rate per square foot).

  • Replacement of deteriorated wood nailers (provide unit rate per lineal foot).

B. Insulation Installation

  • Mechanically fasten one (1) layer of 1.5" Johns Manville ENRGY 3® Polyisocyanurate (or equivalent) rigid roof insulation.

  • Insulation must be secured following the manufacturer's specific fastening patterns and guidelines.

C. Membrane Installation

  • Field: Install a mechanically attached 60 mil TPO membrane system directly over the new insulation.

  • Walls: Install fully adhered 60 mil TPO membrane on all walls.

  • All membrane work must adhere to the manufacturer's specifications and guidelines.

D. Metal Components and Accessories

  • Flashings: Install new counter flashing at all applicable wall and curb terminations.

  • Drainage: Furnish and install new gutters and downspouts.

  • Perimeters: Furnish and install new edge metal along all roof perimeters.

  • Penetrations: Install pre-manufactured TPO pipe boots and molded corners at all applicable penetrations.

3. Project Requirements and Provisions

  • Safety: All work must adhere to OSHA safety standards, including the mandatory use of safety lines and required protective equipment.

  • Insurance: The contractor must carry full liability insurance and workers' compensation coverage throughout the duration of the project.

  • Property Insurance: Fire and windstorm insurance during construction is the responsibility of the building owner.

  • Site Maintenance: The jobsite must be maintained in a clean and orderly condition throughout the project.

  • Utilities: Electrical access necessary for construction activities will be provided by the customer.

  • Tax Status: The Economic Development Finance Alliance is a political subdivision with a sales tax exemption. This is project is bid as Tax Exempt.

  • Deadline: All responses to this request should be submitted by 2:00 pm on Friday, February 27, 2025.

4. Completion and Warranty

  • Final Inspection: A detailed final inspection will be performed upon project completion, with full documentation provided to the building owner.

  • Warranty: Labor & Material Warranty must be issued upon completion and acceptance of the installation.

1. Roof Bid Submission Form

  • All bidders must utilize the provided Roof Bid Submission Form to ensure uniform comparison of base pricing and contingency rates. You can comply with this by completing it and emailing it or you can fill out the form provided on our website. 

  • Base Bid: Provide a single lump-sum price for the total 19,709 SQFT area. This must be bid as Tax Exempt.

  • Unit Pricing: You are required to provide specific unit rates for wood decking and wood nailers to be used if structural deficiencies are identified during the removal of the existing membrane.

  • Certificate of Liability Insurance and Workers' Compensation coverage.

  • Manufacturer certification for TPO installations.

  • East Central Ohio Building Authority (ECOBA) fees and approval are required and should be included as part of this bid.

2. Visual Materials and Project Narratives

  • Technical Narrative: Include a detailed description of your execution plan, confirming that all work will be performed according to product installation specifications.

  • Visuals: Bidders are encouraged to include any supplementary photos, diagrams, or technical drawings that illustrate their proposed staging area or specific detailing for wall and curb terminations.

  • Safety & Warranty: Provide a written narrative confirming compliance with OSHA safety standards and acknowledgment of the requirement to provide a Labor & Material Warranty.

 1. Project Overview

The Tuscarawas County Economic Development Corporation (Tusc EDC) is seeking a qualified web developer to design and launch a dedicated website for the Training and Education Alliance for Manufacturing (TEAM Tuscarawas).

TEAM Tuscarawas develops systems that align education and manufacturing needs to create and employ an equitable and sustainable local workforce. This website will serve as the central digital hub for students, educators, and manufacturing partners in Tuscarawas County.

2. Scope of Work

The selected developer will be responsible for the end-to-end design and configuration of the TEAM Tuscarawas website.

  • Platform: The website must be built using Squarespace.

  • Key Objectives: Create an accessible UI, organize content for diverse demographics (students, Latinx community, women, underemployed), and integrate manufacturing career resources.

  • Collaboration: The developer will have regular progress meetings with Tusc EDC to discuss design, functionality, and refinements.

4. Project Timeline

5. Proposal Requirements

Interested developers should submit a proposal (maximum 2 pages) including:

  • Experience: Summary of Squarespace expertise and work with non-profits or economic development entities.

  • Portfolio: Links to three previous Squarespace projects.

  • Approach: Description of your design process, specifically how you will handle the multi-page structure and communication.

  • Cost Proposal: Flat-fee estimate for the total project.

  • References: Contact info for two recent clients.

6. Selection Criteria

Proposals will be evaluated based on:

  • Demonstrated expertise in Squarespace.

  • Ability to organize complex information into a clean, 10–15 page architecture.

  • Ability to adhere to the aggressive refinement timeline.

1. Organization Overview

TEAM Tuscarawas stands for Training & Education Alliance for Manufacturing - Tuscarawas. We are a collaborative initiative dedicated to bridging the gap between the education sector and the manufacturing industry in Tuscarawas County, Ohio. Our mission is to build a robust workforce pipeline by connecting students and educators with modern manufacturing career pathways.

2. Project Objective

We are seeking a professional graphic designer to establish our visual identity. Our committee has developed a rough draft concept, but we want to explore options before finalizing our brand.

We require a designer to provide three (3) distinct options for our review:

  1. A professional execution of our existing concept with specific modifications (detailed below).

  2. Two (2) additional original concepts created by the designer that represent our mission of connecting education to industry.

3. Scope of Work & Design Specifications

Option 1: Refinement of Existing Concept

For the first option, please download the sketch below as the base, but implement the following specific changes based on stakeholder feedback:

  • Swap the Icons (The Pipeline Narrative): Currently, the arrow points away from the factory. We need the Book (representing education) and the Factory (representing industry) swapped. The visual narrative must show the arrow/pathway emerging from the Book and pointing towards the Factory. This symbolizes the student's journey from education into the workforce.

  • Modernize the Industry Icon: Remove the smoke coming out of the smokestack. We want to represent modern, clean, and high-tech manufacturing.

  • Change the Container: Replace the current circular enclosure with the outline of the State of Ohio. The text and graphic elements should fit naturally within or around this state shape.

  • Localization: The "road" or "swoosh" element at the bottom should be stylized to lead toward a smaller, distinct outline of Tuscarawas County, which should be situated geographically correctly (East Central Ohio) or integrated near the factory icon.

Options 2 & 3: New Creative Concepts

For the two additional options, we look to your expertise to propose two alternative designs that distinctively represent the alliance between Schools/Education and Manufacturing/Industry.

  • Creative Freedom: You are not bound by the circular shape or the specific iconography of the first draft.

  • Themes: Focus on themes of partnership, growth, pathways, and the future of the local workforce.

General Requirements (All Options)

  • Color Palette: We wish to maintain a Blue (Trust/Industry) and Green (Growth/Education) color scheme.

  • Legibility: The design must be scalable and legible on small formats (business cards) and large formats (banners).

5. Project Timeline & Deliverables

The following schedule is proposed to ensure project completion by the required deadline. Please confirm your ability to meet these dates in your proposal.

  • December 12, 2025: Proposal Deadline.

  • December 19, 2025: Contractor Selection & Project Kickoff.

  • January 9, 2026: Phase 1 Deliverables Due. Designer presents the 3 initial concepts (Refined Draft + 2 New Concepts).

  • January 14, 2026: Committee provides feedback and selects a winning design direction.

  • January 23, 2026: Final Project Completion. Delivery of all final files for the selected design.

Final File Handover Requirements:

  • Vector Files: .AI, .EPS (for large-scale printing, signage, apparel).

  • Raster Files: High-resolution .PNG (transparent background) and .JPG.

  • Variations: Full color, All-White (knockout), and All-Black versions.

6. Proposal Requirements

Please submit a brief proposal including:

  1. Portfolio: 2-3 examples of relevant logo work.

  2. Cost Estimate: Please provide a quote that covers the creation of the 3 options for review, plus the finalization of the selected design.

  3. Timeline Confirmation: A statement confirming your ability to adhere to the schedule outlined in Section 5.
