1. Project Overview & Background
The Tuscarawas County Transportation Improvement District (TID), in coordination with the City of Uhrichsville, is seeking competitive proposals from qualified engineering firms to provide professional preliminary engineering services for intersection and roadway improvements at the intersection of Trenton Avenue and Jaycee Drive, expanding into South Wardell Street in Uhrichsville, Ohio.
This intersection serves as a critical logistics corridor for the region's manufacturing core. It currently handles heavy, continuous commercial truck traffic supporting six major manufacturing companies located within a 1-mile radius, employing approximately 600 people: Novelis, Superior Clay, Color Wrap, Partsmart, Seyekcub, and Carolina Stair Company. Novelis alone generates over 60 semi-truck movements daily, hauling 1.2 million pounds of aluminum through this specific junction. Furthermore, an active railroad crossing sits just 125 feet east of the intersection.
Due to the massive freight volumes, the existing asphalt surface has experienced significant degradation, creating an uneven, deteriorating thoroughfare that presents ongoing safety and operational challenges. This project aims to deliver the preliminary engineering and design framework required to execute full-depth asphalt repairs and structural geometric modifications to ensure long-term industrial viability and community safety.
2. Scope of Work
The selected engineering consultant will be responsible for providing comprehensive preliminary engineering services, which include but are not limited to:
Field Investigation & Surveying: Topographic surveys, utility identification, and right-of-way boundary verification adjacent to the intersection and nearby railroad alignment.
Traffic & Safety Analysis: Reviewing existing civil data (including the ODOT Average Daily Traffic count of 4,393 vehicles) to optimize turn radii and pavement depth layouts for heavy multi-axle freight.
Preliminary Design & Alignment: Preparing alternative schematic layouts that accommodate heavy industrial truck movements while ensuring safe access for school traffic associated with Claymont Elementary School (located 0.5 miles away).
Pavement Design: Engineering high-durability, full-depth asphalt repair to ODOT specifications tailored to continuous 80,000lb+ gross vehicle weight configurations.
Railroad Coordination Support: Diagnostic support regarding structural interactions with the railway asset located 125 feet east of the site.
Environmental & Utility Assessment: Initial screening for utility conflicts, drainage adjustments, and environmental impacts required for state and local clearances.
3. Budget & Funding Framework
This phase of the project is funded through a collaborative partnership leveraging state grants and local commitments. The total eligible cost established for this preliminary engineering phase is $163,400. Engineering firms should structure their pricing proposals clear of exceeding the total project phase budget limits, maintaining structural transparency across tasks.

4. Project Schedule & Milestones

5. Proposal Submission Guidelines
Interested firms must submit their comprehensive employee qualifications and project cost proposal. Submissions should emphasize experience with industrial corridor design, ODOT-compliant standards, and multi-agency coordination (TID, City, and Railroad partners). ODOT “Non-Complex Roadway Design” Prequalification is required.
